Registration details

Permit process note
The city's locally amended building code section states: "R105.2. Work exempt from permit... Permits shall not be required for the following:" followed by an enumerated list covering small water tanks (under 5,000 gallons), sidewalks/driveways and other flat work not more than 30 inches above grade, decks under 200 square feet and not more than 30 inches above grade, one-story detached accessory structures not exceeding 120 square feet, and replacement residential windows meeting the International Energy Conservation Code, along with minor electrical/gas/mechanical/ plumbing items. Roofing and re-roofing work is not among the enumerated exemptions. Permit applications are submitted through the Citizen Self-Service (CSS) portal, and "construction is allowed between the hours of 7 a.m. and 10 p.m. seven days a week."
Inspection requirements
Inspections are requested through a "24-hour IVR Hotline at 844.381.8759," where callers can "schedule inspections, cancel inspections and check on permit statuses" using a touch-tone phone, 6-digit PIN, permit number, site address, and inspection code. To obtain a scheduled arrival time window, applicants may call 214.509.4130 "between 8-9 a.m. on the day of inspection." Inspection code 940 corresponds to a dedicated "Roof Final" inspection.
Adopted code
The City of Allen's Adopted Codes document lists the 2021 International Building Code, 2021 International Residential Code, 2021 International Plumbing Code, 2021 International Mechanical Code, 2021 International Fuel Gas Code, 2021 International Energy Conservation Code, and 2021 International Fire Code, with the National Electrical Code administered "Per TDLR" and a note that "any non-exempt electrical work started on or after September 1, 2023, must be installed in accordance with the 2023 NEC." As of last verification, the Building and Permitting Division page noted a public hearing on July 6, 2026 and City Council consideration on July 28, 2026 to adopt the 2024 ICC Building Codes with amendments, indicating a code update was pending.
